Federal and Regional Transmission Initiatives: Who has the Power?

The current initiatives aimed at facilitating transmission development is unprecedented. What are various Regional Transmission Organizations (RTOs) and Federal agencies doing and what has been, and has most promise to be, effective in facilitating new and upgraded transmission capacity? This Power Talk will review RTO and Federal incentives, grants, and loan programs, and a discussion of where progress is being made and what lies ahead.
