Jennifer is a natural resource scientist and mitigation specialist with over 35 years of experience. She has developed and permitted mitigation and restoration plans for hundreds of projects throughout Washington State and the Pacific Northwest. Jennifer is both an environmental policy expert, having participated in the development and implementation of Washington State’s Wetland Rating System for Western Washington, co-authoring the state’s rules on Wetland Mitigation Banking, and developing numerous critical areas ordinances for local county governments, as well as a technical expert with extensive experience in mitigation and restoration design, permitting, implementation and monitoring. She has lead environmental permitting teams on solar installations, including Battery Energy Storage Systems. She maintains excellent relationships with the regulatory agencies at the local, state, and federal level built on working relationships established over decades in Washington State. She is an experienced project manager and has managed and contributed to dozens of NEPA and SEPA Environmental Impact Statements (EISs). She specializes in programmatic approaches to mitigation, such as mitigation and conservation banking for ESA-listed species, and she is recognized and respected as a subject matter expert in that field in Washington State.
Jennifer holds an M.A. in Environmental Studies and received the Governor’s Smart Communities Award from Governor Jay Inslee in 1995 for her work on the Gorst Creek Watershed Characterization project.
